15 issues in taxes budget
Long-term tax abatements for new housing
Three abatement ordinances were on the docket: 25-year abatements for 29 units on Summer Avenue and 40 units on Clinton Avenue, and a 30-year HMFA abatement for preserving 306 affordable senior units on Broad Street. Abatements shape what those properties contribute to city taxes for decades.
Tax exemption policy for affordable retail and housing
A citywide ordinance would let the city negotiate lower annual service charges for redevelopment projects that include affordable ground-floor retail plus enhanced affordable housing. It could shape what future downtown and neighborhood projects offer the city.
Delayed 2026 municipal budget and possible shortfall
With the 2026 budget still not adopted, the council was asked to approve a $65.4 million emergency appropriation to keep city services funded through October. Several smaller grant appropriations were also on the agenda.
Outfront Media billboard back rent
The city will collect about $105,000 in back rent plus $21,600/year going forward on a billboard lease on city-owned property.
PILOT dispute with Essex County
A commenter laid out the mayor-versus-county-executive fight over PILOT shares, claiming Newark owes millions and that school districts get nothing from PILOT deals.
Recycling revenue and theft
The city actually pays to dump its recycling and gets nothing back, while scavengers haul off bags. Council members want future contracts that pay the city and better enforcement.
Stopgap budget and grant funding for city services
The council passed a $64.2 million one-month appropriation to keep the city and water/sewer utility running while the 2026 budget is finished, plus millions in grants for HIV services, a community resource center, road improvements, and litter cleanup.
Electronic tax lien sale and senior outreach
Scott-Rountree worries elders with unclear liens can't navigate an electronic-only tax lien sale. Pennington explained notices, redemption rights, and the two-year foreclosure window, and offered direct help.
Channel 78 and city communications modernization
Ramos, Crump, and Quintana say Channel 78 is outdated just as Newark becomes a media hub with Lionsgate arriving. They want a plan for social media, YouTube reach, and youth media training programs.
Port container fee ordinance
The city wants a fee on shipping containers and cars left at the port to cover road damage, police/fire training costs — including after the loss of two Newark firefighters — and will send it to the Planning Board. Members asked for comparisons to Long Beach's fee structure.
2026 Special Improvement District Budgets
The council adopted 2026 budgets for the Ironbound, Mt. Prospect, Downtown, Bloomfield-Broadway and Newark Alliance districts, funded by special assessments that pay for cleaning, marketing and streetscape work in those commercial areas.
$50.8 Million Bond Sale for Housing and City Needs
The council authorized selling $50.8 million in short-term notes to fund affordable housing loans, emergency needs and the PATH Home program.
$300,000 Civil Litigation Settlement
The council approved roughly $3.5 million in litigation settlements and a $1.87 million tax refund to Elizabeth and ELRAC.
Tourism district fee administration
A housekeeping fix: hotel-stay tourism fees will formally be collected by Economic and Housing Development instead of the tax collector, with an admin fee deducted before money goes to the tourism district.
$30.1M refunding bond for state transitional aid loan
The city plans to issue $30.1 million in refunding bonds to repay a state transitional aid loan, but final action was put off this meeting.
